"For the past six years, Mavey was part of a federal program called Gear Up, which spent $18 million in federal money on 5,200 students in 19 Idaho school districts where the low-income population exceeds 50 percent. Idaho colleges and foundations contributed several million dollars. Two of the districts, Emmett and Homedale, are in Southwest Idaho."
