“The Trump administration is preparing a plan that would make it harder for older Americans to qualify for Social Security disability payments, part of an overhaul of the federal safety net for poor, older and disabled people that could result in hundreds of thousands of people losing benefits, according to people familiar with the plans.

"Proposed federal budget cuts to health and social programs would affect about 8 million seniors living in poverty. Many rely on state and federal support that the Trump Administration wants to cut."

“PLEASANTVILLE, Iowa — Zach Mecham has heard politicians demand that Medicaid recipients work or lose their benefits. He also has run into a jumble of Medicaid rules that effectively prevent many people with disabilities from holding full-time jobs.

“Last fall, South Dakota voters approved a ballot measure that will allow lawmakers to impose a work requirement for Medicaid recipients. Now some lawmakers want the flexibility to abolish parts of the health insurance program if the feds cut spending for it.

“As my colleague Edwin Park has explained, capping federal Medicaid payments to states will likely be a key objective for the incoming administration. To lay the groundwork for this radical cost shift, the administration and its allies can be expected to argue that the Medicaid program is riddled with fraud. A leading proponent is Brian Blase, head of the Paragon Health Institute, who is not a fan of Medicaid.
